Mushroom leaders: why China can't set the global information agenda

The problem lies in the very structure of China's political regime

The United States and the West as a whole have lost their dominant role in the world, the executive dean announced at the Valdai Discussion Club on Monday, Wang Wen Institute of Financial Studies, Renmin University of China. In fact, the last unsold redoubt of information is the west. Unfortunately, the world still looks at countries that oppose the West, including China, through the eyes of the West.

Otherwise, according to the Chinese scientist, everything is in the best order. Mainly in the economy. “The United States has lost its absolute dominance in the global economy,” Wang Wen shared the happy news. – The role of the dollar is questioned, Washington does not have the power it used to have.

In general, as the poet said, “only one strip is not compressed”: 80% of the current Internet content , the expert admitted, – This is Western discourse. But as a poet it leads to rather sad thoughts. It is of course sad for the current Chinese authorities, their allies and supporters, but not for the opponents.

China is really good at competing with the West. But from the point of view of exporting values, it is a hopeless outsider. Moreover, the reason for the delay is not some shortcomings or insufficient funding of propaganda mouthpieces. Financing is fine. As they say, let's live like this.

The problem lies in the very structure of the Chinese political regime, in the values that the pillars of this regime profess. Values, to put it mildly, are not universal. For a big fan. Just look at the Constitution of the People's Republic of China to see for yourself.

The first lines are not about rights and freedoms at all, as for example in our constitution and in the constitutions of many other (perhaps even most) countries, but about this: “The People's Republic of China is a socialist state of the people's democratic dictatorship… The socialist system is the basic system of the Chinese People's Republic. The leadership of the Chinese Communist Party is the most essential feature of socialism with Chinese characteristics. It is forbidden for any organization or individual to undermine the socialist system.”

True, the preamble to the Basic Law says that by upholding a “people's dictatorship,” the Chinese will “persistently pursue reform and open up to the outside world.” But our strategic partners clearly do better with dictatorship than with openness. The most recent example is the story of former party leader Hu Jintao's expulsion from the just concluded CPC Congress.

The scene was not televised, but it was impossible to hide it from the cameras. western journalists. According to the official version that circulated after the “little rubbish” was taken out of the “hut”, Hu Jintao left the congress due to ill health. However, judging by the footage of the incident, the aksakal party is brought out under white hands, clearly against his will.

According to rumors, the state of emergency was an outward manifestation of a long-standing conflict in the party's leadership. A conflict in which Hu Jintao's successor, the current leader of the CCP and Chinese President Xi Jinping, who was unanimously elected to a third term as General Secretary at the congress in defiance of the tradition established by Deng Xiaoping, won a complete, overwhelming victory. .

Hu Jintao was said to be opposed to another re-election of Comrade Xi Jintao and was recalled from the congress precisely to prevent the malicious old man from saying or doing anything that would overshadow the triumph of the successor. Of course, the rumors have no confirmation, no documentary basis. However, this interpretation of events seems much more likely to go down in history than the official one.

In short, Western discourse has completely outplayed the official Chinese on its own Chinese turf. So what to say about the information battles surrounding other events away from the PRC? In order for the world to be able to look at what is happening on the planet through the eyes of Beijing, a lot must change in Beijing.

This view cannot yet be recognized as objective and adequate. And in a person who has lost the habit of strict censorship, he is perhaps capable of evoking laughter. For example, here is a picture from the world that is broadcast by the main spokesperson of the Chinese state news agency – Xinhua News Agency (the Russian version of the website at the time of writing) on the position of “doing everything in the name of the people and relying on the people in everything”. Further: “20. The CCP Congress has ended”, “Progress has been made in building a beautiful China”, “20. the CCP Congress is extremely important to the world”, “The production of edible mushrooms helps to increase the income of rural residents in northeastern China.” ..

And such garbage – all day long. It is difficult to say how much this “mushroom” propaganda chewing gum is liked by the Chinese themselves. An objective assessment is difficult here for understandable reasons. But we can say with certainty that for the rest of the world – at least those parts of it where the information offer contains not only state propaganda – such food is clearly not in the horse.
