Japanese Foreign Ministry presented the annual report on diplomacy, the Blue Book. In it, the country's authorities described the southern part of the Kuril Islands as “illegally occupied” by Russia. Japan has made such a statement for the first time since 2003.
The Kyoto Agency says the report was presented today at a meeting of the country's cabinet.
