President Vladimir Putin signed a decree on the introduction of martial law in the newly annexed regions of Russia – DLR, LLR, Kherson and Zaporozhye regions. We explain what this means under Russian law and how martial law can affect the lives of civilians.

The declaration of martial law means the introduction of a special regime in the entire state or part of its territory by a decision of the President of Russia in the form of a decree. The Federation Council must approve the imposition of martial law in the country by a majority vote within 48 hours. If the Federation Council rejects the presidential decree, it will lose its validity the very next day. Senators will meet today for an extraordinary evening meeting to discuss the presidential decree.

In the event of martial law being declared, all control in the given territory passes into the hands of the military administration.

Martial law is declared in the presence of external armed aggression or threat to the territory of Russia by another state. Aggression can take the form of an invasion, the use of weapons against subjects of the Russian Federation, the actions of sabotage and reconnaissance groups, the blockade of strategically important objects or the coast, and also if the border state has allowed its territory to be used for attack. In addition, martial law may be declared in the event of other security threats.

The presidential decree lists the territories where martial law is imposed, the restrictions that take effect when martial law is declared, and also states which legislative acts suspend its operation.

When martial law is declared, every person must be responsible for military service from the reserve immediately to the assembly point or the place of the military unit.

The withdrawal of military personnel from the reserve is established by an administrative act of the President of Russia or separate orders of the Ministry of Defense of the Russian Federation.

If martial law is declared in a country, the economy is restructured to produce products for both the state and the military. Some rights and freedoms of Russian citizens and foreigners may be restricted.

The authorities may further introduce the following measures:

– increased measures to protect objects of strategic importance and public order;

– a special regime for the functioning of the transport network, roads and communications , energy;

< p>– possible evacuation not only of citizens, but also of important economic, public or cultural facilities;

– installation of roadblocks with movement control to and from the zone where martial law applies;

< p>– Suspension of all activities political parties, social and religious movements. Any gatherings and strikes are prohibited;

– possible confiscation in favor of the state of certain types of property, for example vehicles, with payment of compensation. Companies are also required to provide assets they own that are necessary for defense purposes;

– possible involvement of the civilian population in work in defense enterprises, including clearing debris, restoring equipment, extinguishing fires, etc.;

– a curfew with the detention of violators for up to 30 days, as well as a “dry law”, which means a ban on the sale of alcohol;

– strict censorship of the media and other means of information transmission, up to complete shutdown of the Internet;

– isolation of citizens of aggressor states;

– temporary restriction of financial activities and economic transactions.

Martial law is canceled by presidential decree after the removal of circumstances, which served as the basis for its introduction. Residents will be informed about this in the same order in which they were informed about the introduction of martial law.
