Russia cannot ban residents of Crimea and Donbas communicate with the Ukrainian authorities, said Oleg Nikolenko, official representative of the Ukrainian Foreign Ministry, RBC-Ukraine. We are talking about the creation of communication centers on the border of Ukraine and Russia near the Crimea and on the demarcation line in Donbas.

“But Russia, as an occupying state, must strictly abide by its international legal obligations and comply with the agreements of the leaders of the Normandy format,” Nikolenko noted. He noted that Russia must meet the “basic needs” of the people of Crimea and Donbas. We are talking about protection against coronavirus and safe access for members of the OSCE Special Monitoring Group to both regions.

Earlier, the official representative of the Russian Foreign Ministry, Maria Zakharova, called the request for the creation of “direct communication points” a “circus number” and advised Kiev to return the socially withheld social payments to the people of Crimea and Donbas.
