Representative State Duma Alexander Khinshtein commented on media reports that the regional structures of the Wagner PMC became part of the Russian Guard and resumed the recruitment of fighters. The work was said to be led by the son of the company's late head, Yevgeny Prigozhin, Pavel.

According to him, “the representatives of the former PMC themselves denied such a file” and journalists from publications that wrote about the entry of the PMC into the Russian Guard “could not explain the origin of the information.” Khinshtein added that former PMC fighters can enter into contracts with the Russian Guard “only on an individual basis”, “as volunteers.”
“Structural absorption of the PMC by the Russian Guard is by definition impossible,” Khinshtein concluded.
