Blinken said he met with “civil society representatives” from Venezuela, Cuba and Nicaragua at the Summit of the Americas, where the leaders of the three countries were not invited. . In his view, these “representatives of civil society” represent the people of their countries to a greater extent than their current governments.

The United States has refused to invite the authorities of the three countries to Los Angeles and accused them of being undemocratic. As opposed to this decision, the leaders of three other Latin American countries, including Mexico, boycotted the summit and three others could not come for other reasons. A total of 68 delegations took part in the forum, including 22 at the level of Heads of State and Government.
