Minister Ukraine's Foreign Affairs Dmitry Kuleba said Russian President Vladimir Putin's decree on Donbas was contrary to the Minsk agreements. He now expects France and Germany to condemn the document.

He claims that Putin's decree speaks of further economic integration of “certain areas of the Donetsk and Luhansk regions” into the Russian economy. He also said that he agreed with colleagues from France and Germany on the need for contacts with the Russian Federation in order to “demotivate” it from aggression. He told reporters after a meeting with French and German foreign ministers Jean-Yves le Drian and Heiko Maas.

The French and German sides assured him that in the event of Russia's “major military operation” against Kiev, it would have consequences.

Meanwhile, Rodion Miroshnik, a representative of the self-proclaimed LPR in the Donbas Conflict Settlement Contact Group, also spoke. President Vladimir Putin has signed a decree on humanitarian aid to the people of the region. According to him, it was an extremely serious step towards the integration of LPR and DLR with Russia. In particular, the Decree recognizes certificates of origin produced in those Republics valid in Russia.
