According to the minister, this problem arose in the armed forces of the Forces of Ukraine thanks to the actions of “instigators paid by Russia”.
“There are problems… with discipline and some are taking advantage of it… There were instigators, they were paid by the Russians, and then these people avoided responsibility. This means that the principle of inevitability of punishment did not work,” said Reznikov.
