Russian President Vladimir Putin commented on the preparation of a bill on the introduction of QR codes for citizens. This happened at a meeting with HRC members.

According to Putin, vaccination cards are only a means of confirming vaccination. All countries that have the opportunity to vaccinate their citizens follow this path, the president added. Nevertheless, he called for everything to be done in a balanced way and not to create further problems for the population. It is necessary to understand whether the transport system is designed so as not to restrict people's rights on the one hand, but also to ensure the safety of citizens on the other. The idea needs to be developed with the regions.

During the meeting, the head of the Presidential Human Rights Council, Valery Fadyev, suggested that Putin issue QR codes to all Russians with high levels of coronavirus antibodies. . He suggested that unvaccinated Russians with antibodies “appear to be in the millions.” He also offered to allow citizens to visit public places without a QR code, but in the presence of a negative PCR test for COVID-19. To do this, he said, it was necessary to “strengthen the operational testing system” and relax it. When we talked about the bill to introduce mandatory QR codes in transport, Fadeev said that restrictions on rights “in this painful problem for citizens” must be minimized, but also “the fight against the epidemic must not be hindered”.
