According to Kommersant newspaper during the debate at of the Meshchansky District Court in Moscow, prosecutors demanded five and a half years in prison for each of the two former Defense Ministry officers. Yuri Likuchev, a former adviser to the Main Directorate for Armaments, and Vitaly Likuchev, a former adviser to the Department of State Defense Procurement, were initially accused of accepting a large bribe.

According to investigators, they demanded 7.4 million rubles for general patronage from the head of JSC JE Rusbal, a company engaged in the production of camouflage equipment, including inflatable models of rockets, tanks and other equipment.
