Russian President Vladimir Putin has signed a decree stating that Karelia's territory is not equal to the regions of the Far North. The corresponding document has been published on the Legal Information Portal. This happened as part of the changes to the Arctic Zone Development Strategy.
As of January 1, 2022, the decree signed on December 20, 1993 by the first Russian president, Boris Yeltsin, is repealed. According to this document, certain areas of Karelia have been compared to living conditions in the Far North.
Buryatia, Komi and the Komi-Permyak Autonomous Region in Perm were also removed from the list.
The MP commented on the situation with the State Duma of Karelia from the Valentina Pivnenko region. She said Putin's decree was “unexpected.” At the same time, the deputy does not think that the new document will deprive the inhabitants of the region of the Nordic advantages, states the newspaper Respublika. This is most likely due to the clarification of the regulatory framework, as other laws have emerged since the presidential decree that no one has repealed.
