President of the Russian Federation Vladimir Puti presented to the State Duma draft law on denunciation of the Framework Convention of the Council of Europe on the Protection of National Minorities. The text of the bill is available in the electronic database of the Duma.
The document contains a proposal to denounce the Convention signed in Strasbourg on February 28, 1996.
It should be noted that the resolution of the Committee of Ministers of the Council of Europe , adopted on September 27, 2022, significantly limited the powers of Russian experts in the advisory committee. This committee was created in order to monitor the fulfillment of the obligations of the countries participating in the Framework Convention in the field of protection of national minorities.
The limitation is that Russia has lost the opportunity to participate in the development of decision-making on issues of interest and to monitor incidents related to violations of the rights of national minorities minorities, especially the Russian-speaking population abroad at the international level. Completing participation in the convention will help avoid discrimination against Russia in the context of the Council of Europe's monitoring mechanism, the document says.
