According to the EU High Representative for Foreign Affairs affairs and security policy of Josep Borrell, NATO could not fulfill some of the promises made to Russia, but that does not justify what is happening in Ukraine.
“I cannot be satisfied with the arguments that I hear from people, including my friends, who they justify Russia's actions in Ukraine by saying that NATO has not fulfilled its promises. Possible. That's history. None of this can justify current events,” he said in Madrid.
Borrell stressed that the EU has a number of responsibilities: military, financial and economic. “It must remain so,” he concluded.
