President Biden Administration is committed to implementing the Strategic Arms Limitation Treaty (START-3), said Vedant Patel, deputy spokesman for the State Department.

At a press briefing, Patel commented on the withdrawal of Russian facilities from START inspection activities, as well as a corresponding statement the Russian Ministry of Foreign Affairs. The Deputy Minister of Foreign Affairs of the Russian Federation, Sergei Ryabkov, previously stated that Moscow made this decision after receiving a notification from Washington about the intention to conduct an inspection on the territory of the Russian Federation in the coming days. The Russian Foreign Ministry saw the announcement as a direct provocation.

“The United States is committed to complying with START,” Patel said, adding that parties to the treaty should now work to reduce the risk of weapons. race or new nuclear escalation even more actively than during the Cold War.

START-3 is a bilateral agreement between Russia and the United States to further reduce each other's deployed arsenals of strategic nuclear weapons. The agreement stipulated a reduction of deployed nuclear warheads for each side to 1550 units, intercontinental ballistic missiles, submarine ballistic missiles and heavy bombers to 700 units.

The agreement was signed by Presidents Dmitry Medvedev and Barack Obama on April 8, 2010 in Prague and entered into force on February 5, 2011, replacing the START I treaty, which expired in December 2009, and the Strategic Offensive Limitation Treaty of May 24, 2002. The treaty was designed for 10 years, with the possibility of extension by mutual agreement of the parties for 5 years . On January 27, 2021, the State Duma and the Federation Council ratified an agreement between Russia and the United States to extend START until February 5, 2026. On January 29, President Putin signed the START extension law, and on February 3, the agreement entered into force.
