President Vladimir Putin signed a decree on Military – the naval flag, in accordance with which a number of orders and watch rules of ships have changed their configuration. Therefore, if the previous order was placed in the upper left corner of the fabric, it will now be depicted in the middle of St. Andrew's Cross. The height of the order must at the same time correspond to one third of the width of the flag.
The decree also stipulates that under no circumstances should ships fly the flag in front of the enemy. It is emphasized that each member of the crew is obliged “selflessly and courageously, not to spare life, to defend the naval flag in battle”. If the banner is knocked down, it must be replaced with a replacement. In exceptional cases, “the flag must be destroyed by order of the master of the ship.” .
